General Information

The City Manager is appointed by the City Council to serve as the Chief Executive Officer for the City and is charged with the responsibility for the efficient and effective administration of all City operations. The City Manager appoints Department Heads and members of the City Manager's staff, with Department Heads selecting staff within their own departments.

ADMINISTRATION
The City Manager is responsible for the big-picture issues affecting the community and the organization, including:
Directs and manages the day-to-day operations of the City.
Continually assesses responsiveness to citizen and business needs, organizational
efficiency.
Oversees the allocation of City resources and all programs and expenditures.
Recommends amendments and revisions to City ordinances, policies and initiatives.
Proposes an annual budget for City Council adoption.
Advises the Council on financial, economic, legislative and other issues that affect
the City.
Economic Development Strategies and Project Management.
Debt-service financing.
Operational efficiency.
Strategic planning.
Oversight of the Non-Departmental programs and budget.
Risk Management and Self-Insurance Funds for General Liability, Workers'
Compensation, Health Insurance and other employee benefit programs.
Legislative Analysis and Advocacy.
Special Revenue Funding.
Housing Rehabilitation, Fair Housing Services, and the Rent Mediation Board.
Property management for Village Mobile Home Park.
Special Projects as set forth by the City Council.
Compliance with regional mandates such as AQMD, ADA, OSHA.

PUBLIC SERVICE GOAL: To provide leadership and direction in the administration of all City services and to ensure that the necessary resources are available to meet the needs of the community.

MAJOR ACCOMPLISHMENTS IN 2005-2006

During Fiscal Year 2005-2006, the City organization achieved the following:
Coordinated services with Waste Resources of Gardena for solid waste services in the City fro commercial sites.
Coordinated franchise agreement with Phoenix Waste and Recycling for residential
trash services.
Completed the Community Development Block Grant Program Action Plan for fiscal,
year 2005-2006.
Completed Local Assistance Plan for solid waste services for submission to the
California Integrated Waste Board.
Restructured the City's long-term debt for MMIC and First Time Home Buyers
programs.
Completed the Consolidated Annual Performance Evaluation Report (CAPER) for
fiscal year 2004-2005.
Continued coordinating regional concerns through Southern California Association
of Governments, South Bay Cities Council of Governments, League of California Cities, Independent Cities Association, California Contract Cities Association, FEMA, U.S. Conference of Mayors and MTA.
Continued implementation of the City's Five Year Action Plan that focuses on
economic development activities, quality of life, financial stability and workforce
excellence.
