Gardena One-Stop Employment and Business Center is funded by and provides programs in compliance with the Federal Workforce Investment Act (WIA) and other grant funding sources. The Center operates as a business unit separate from the Administrative Services Department and is responsible for the development, submission, and contract compliance of City grant-in-aid programs.
One-Stop Center Services
The Gardena One-Stop Employment and Business Center provides a comprehensive program of employment, training and information services for job seekers and employers. As a grant-funded program, the Center assists disadvantaged youth and adults as defined by federal program criteria. A representative of the Employment Development Department maintains a full-time presence at the One-Stop to assist job seekers.
The Workforce Investment Act regulation provides universal access to all job seekers that request services for job search assistance. New assistive technology is available to help the physically and mentally disabled seek appropriate employment and or resources. The technology provided includes: TTY line, phone amplifier, magnifying machine, hydraulic computer table, large screen with magnifying software, software to reformat text for people with disabilities and a document scanner.
The South Bay Workforce Investment Board (SBWIB)
The Center is a member of the South Bay Workforce Investment Board, which is a regional network of One-Stop Centers, businesses, and partnership agencies that work cooperatively to provide employment and training services in the South Bay area. Funding for each One-Stop Center is distributed through the SBWIB based on service area needs. The level of funding available as well as the population in need and participants served is impacted directly by the general economic conditions and the unemployment rate.
The SBWIB, One-Stop Centers and their partner agencies have developed and implemented a peer-monitoring tool system of Continuous Quality Improvement (CQI). The CQI has three (3) monitoring teams: Administrative Practices, Client Services and One-Stop System Initiatives. The system is based on the Malcolm Baldridge System of Excellence incorporating seven major elements for measurement. Measurements include: 1) Leadership 2) Strategic Planning 3) Customer and Market Focus 4) Information and Analysis 5) Human Resource Focus 6) Process Management 7) Business Involvement. The Gardena One-Stop Center has been certified for exceeding Level II.
WIA Title I Adult & Older Workers 22+
Provides employment and training programs to economically disadvantaged adult and older workers with the following barriers: basic skills deficient, dropouts, recipients of cash welfare payments, disabled, homeless, offenders, residents of high crime/high poverty areas.
WIA Title I - Dislocated Worker
Provides employment and training programs to dislocated/laid off workers through on-the-job-training, vocational training, job search assistance, job development, support services, and childcare. Additionally, training programs are offered to dislocated/laid off workers through on-the-job training, vocational training, job search assistance, job development, and support services.
WIA Title I Year- Round Youth Program 14-21
Provides summer and year-round employment/training programs to economically disadvantaged youth with the following barriers: basic skills deficient, school dropout, pregnant or parenting, disabled, homeless or run-away, offender, and residents of high crime/high poverty. Additionally, the program is designed to enhance the basic educational skills of youth; encourage school completion or enrollment in supplementary or alternative school programs; provide eligible youth with exposure to the world of work; and enhance the citizenship skills of youth.
WIA Administrative Cost Pool
The administrative cost pool program/department is comprised of the administrative monies allowable and allocated by each program. The monies are utilized for administration of all programs and indirect costs for the general revenue portion. Additionally, materials and operation of the One-Stop Center includes: rent, telephones, electricity, gas, photocopy machine, office supplies, maintenance, and computer equipment.
