Revitalization
Framework
On June 3-6 2001, the Urban Land Institute Advisory Services Panel
(ULI) pursued a three-day visioning and land use revitalization
strategy for the Rosecrans Corridor.
The entire community participated in the strategy and interviews
were conducted with Councilmembers, City staff, City commissioners
and committees, and a wide a group of public and private stakeholders.
The Panel characterized Gardena as a City in Transition, but also
emphasized that:
The
City's efforts and attention to the Rosecrans Corridor is critical
to the success
of
the entire City
The
City could not allow further deterioration to continue
The
City had vast opportunity to build on the strengths of the City,
the people
and
the land use opportunities
The Panel made several observations regarding the market potential
of the Rosecrans Corridor:
There
is an extensive retail competition in nearby cities and the area
is "over retailed"
There
is a lack of urban design to buildings and/or public spaces along
the Corridor
There
are too many curb cuts and narrow sidewalks with minimal vegetation
and
landscaping
Utilities
on both sides of the Corridor was not appealing to development
The panel made the following recommendations:
1.
Creation of a Specific Plan for Rosecrans Avenue
2.
Formation of Rosecrans Corridor Alliance
3.
Development of streetscape and design standards for Rosecrans
4.
Pursue Feasibility Study for establishment of a Redevelopment Agency
