| The City Manager is responsible for the big-picture issues affecting the community and the organization, including: | |
| Directs and manages the day-to-day operations of the City. | |
| Continually assesses responsiveness to citizen and business needs, organizational efficiency. | |
| Oversees the allocation of City resources and all programs and expenditures. | |
| Recommends amendments and revisions to City ordinances, policies and initiatives. | |
| Proposes an annual budget for City Council adoption. | |
| Advises the Council on financial, economic, legislative and other issues that affect the City. | |
| Economic Development Strategies and Project Management. | |
| Debt-service financing. | |
| Operational efficiency. | |
| Strategic planning. | |
| Oversight of the Non-Departmental programs and budget. | |
| Risk Management and Self-Insurance Funds for General Liability, Workers' Compensation, Health Insurance and other employee benefit programs. | |
| Legislative Analysis and Advocacy. | |
| Special Revenue Funding. | |
| Housing Rehabilitation, Fair Housing Services, and the Rent Mediation Board. | |
| Property management for Village Mobile Home Park. | |
| Special Projects as set forth by the City Council. | |
| Compliance with regional mandates such as AQMD, ADA, OSHA. | |
